Romblon is small grouping of islands that lies between Masbate to the east and the southern tip of Mindoro to the west. While the actual province of Romblon had been dissolved on June 6th, 1941, during the war Tomas Confessor appointed a Supervising Deputy Director to run the area as if it were still a province under his Free Panay and Romblon government.

- First issue
The first issue was mimeographed on manila paper, with animal head designs on the front and stamped signatures and serial numbers on the back.
- Second issue
The second issue was printed in purple with more geometric designs, and a printed signature on front. The serian numbers were printed on the back.
